§ 58-9. Utilities service.

  • (a)

    Water supply system. An accessible, adequate, safe and potable supply of water shall be provided in a travel park for each RV site designed to accommodate the park user operating a recreational vehicle. Where a public supply of water of satisfactory quality, quantity and pressure is available, connection shall be made thereto and its supply used exclusively. Where a satisfactory public water supply is not available, a private water supply system may be developed and used as approved by the state department of health and rehabilitative services. Provision of water supply, water storage and water distribution shall be made in accordance with requirements and standards established by the state department of health and rehabilitative services and the county.

    (b)

    Water supply outlets. Each travel park shall be provided with one or more easily accessible water supply outlets for filling recreational vehicle water storage tanks in accordance with design and construction requirements established by the state department of health and rehabilitative services and the county.

    (c)

    Sewage disposal system. An adequate and safe sewage disposal system shall be established in each travel park. The sewer system shall provide for the individual connection of each RV site in the travel park directly to the public sewer system serving the town. The sewage disposal system shall be designed, constructed and maintained in accordance with requirements established by the state department of health and rehabilitative services, the county and the town. Tap-in and impact fees shall be paid to the town for each RV site in accordance with chapter 74.

    (d)

    Electrical system. Each RV site within a travel park shall be provided with an electrical system which shall be installed and maintained in accordance with applicable codes and regulations. All electrical utility wiring shall be underground except where Florida Power Corporation requires overhead primary distribution on the perimeter of the travel park.

    (e)

    Lighting. Adequate lighting shall be provided for all roads, walkways, service buildings, watering and sanitary stations, and other facilities subject to nighttime use in accordance with requirements established by the county public works and engineering department and in the Standard Lighting Guide published by the Illuminating Engineering Society.

    (f)

    Refuse.

    (1)

    Procedures for storage, collection and disposal. The storage, collection and disposal of refuse (garbage, ashes and rubbish) in a travel park shall be so conducted as to create no health hazards, rodent harborage, insect breeding areas, accident or fire hazards or air pollution in accordance with requirements established by the state department of health and rehabilitative services, the county and the town.

    (2)

    Containers. All refuse shall be stored in flytight, watertight, rodentproof containers, which shall be located not more than 150 feet from any vehicle.

    (3)

    Collection times. All refuse containing garbage shall be collected at least twice weekly, in accordance with requirements established by the state department of health and rehabilitative services, the county and the town.

    (g)

    Service buildings and facilities.

    (1)

    Service building for dependent vehicles. A central service building containing the necessary toilet and other plumbing fixtures specified by the state department of health and rehabilitative services shall be provided in the travel park. Service buildings shall be conveniently located within a radius of approximately 300 feet of the sites to be served.

    (2)

    Service facilities in connection with other businesses. When a travel park is operated in connection with a resort or other business establishment, the number of sanitary facilities for such business establishment shall be in addition to those required by the public health standards for vehicle sites and shall be based upon the total number of persons using or expected to use such facilities.

    (3)

    Pedestrian access. Surfaced, appropriately drained walkways a width of not less than three feet shall be provided from the vehicle sites to all service buildings and facilities, refuse collection areas and recreation areas.

    (4)

    Outdoor cooking and incinerator facilities. All outdoor cooking and incinerator facilities shall be so located, constructed, maintained and used as to minimize fire hazard and smoke nuisance both on the property on which they are used and on nearby properties. Plans, construction and operation of incinerators shall be carried out in accordance with requirements of the state department of health and rehabilitative services and applicable local ordinances.
